PROGRAM PROPOSAL

4. Project Location:			Baya Elementary School Baya, Ragay, Camarines Sur
5. Goals/Objectives:			The primary objectives of this program are the following: 1.     Enhance Preparedness: Equip learners, faculty staff, and community stakeholders with the knowledge, skills, and resources to effectively respond to disease outbreak, natural disaster, and security threats. 2.     Strengthen Collaboration: Foster a strong sense of unity and cooperation among the school administration, student organization, SPTA, barangay representatives, local law enforcement, and relevant NGOs. 3.     Improve Infrastructure and Resources: Ensure that school facilities and resources are adequate. Well-maintained, and strategically allocated to support resilience efforts. 4.     Promote Mental Health and Psychosocial support: Provide comprehensive psychosocial support and resources to help individuals cope with the emotional and psychosocial impact of crises and build resilience in the face of adversity.

7. Overview/Rationale:			Camarines Sur is a province susceptible to various natural disaster, including typhoons and earthquakes’ Furthermore, the potential for disease outbreak and security threats necessitates a robust and proactive approach to school safety and resilience. Strengthening School resilience Through Unity and Preparedness is rooted in the Filipino spirit of community unity and mutual support, recognizing that a collective and well-coordinated response is essential for effectively mitigating risks and ensuring the continuity of education in the face of adversity. This program aligns with national and local disaster risks reduction and management (DRRM) initiatives, as well as the Department of Education’s emphasis on creating safe and supportive learning environment.

9. Proposed Project Activities/Methodology
I.                 Disease Outbreak Preparedness
A.     Information and Education			o   Conduct seminars/workshop led by health professional on disease prevention, hygiene, and basic first aid. o   Develop and distribute informative flyers, posters, and digital content on proper handwashing, sanitation, and respiratory etiquette. o   Integrate age-appropriate lessons on disease prevention and control into relevant subjects across grade levels.
B.     Health and Safety Protocols			o    Implement daily temperature checks at school entrance and strategic locations. o    Ensure the availability of accessible handwashing stations with soap and water throughout the school premises. o    Designate and equip a well-ventilated isolation room for student or staff exhibiting symptoms. o    Establish a clear and efficient system for contact tracing in the event of an outbreak.
C.     Vaccination Campaigns:			o    Partner with local health units to conduct vaccination drives within the school premises, ensuring accessibility for all. o    Conduct information campaigns to educate parents and students on the benefits of vaccination and address any concerns.
II.               Natural Disaster
A.     Drills and Simulations			o    Conduct regular typhoon and earthquake drills to familiarize students and staff with safety procedures, including evacuation routes and assembly points. o    Organize realistic simulation exercises to test the school emergency response plan and identify areas for improvement.
B.     Infrastructure Assessment and Improvement			o    Conduct regular inspection of school building to identify and address structural vulnerabilities. o    Implement retrofitting measure s to strengthen building against earthquakes and typhoons, prioritizing high-risk areas.
C.     Emergency Supplies and Equipment			o   Maintain a well-stocked stockpile of essential emergency supplies, including food, water, first aid kits, flashlight, batteries, blankets, and communication devices. o   Ensure that emergency equipment is well-maintained, readily accessible, and that designated personnel are trained in its proper use.
D.     Community Collaboration			o   Work closely with the barangay disaster risk reduction and management council (BDRRMC) to coordinate evacuation and relief efforts, sharing resources and expertise. o   Conduct family preparedness workshops for parents, providing them with information and resources to prepare their families for disasters.
III.              Security Risk Management
A.     Security Protocol			o   Implement strict visitor management procedures, including identification checks and logbooks. o   Deploy trained security personnel at school entrance and strategic location to monitor activity and respond to incidents.
B. Training and Awareness			o   Provide comprehensive security training for school staff on emergency response procedures.
C. Collaboration with Law Enforcement			o   Establish a close working relationship with the local police to provide security support, conduct safety audits, and respond to emergency incidents.
IV.             Mental Health and Psychosocial SUPPORT
A.     Counselling Services		o   Provide individual counselling sessions for students and staff who may be experiencing emotional distress, anxiety, or trauma. o   Organize group therapy sessions to promote peer support, coping strategies, and resilience-building.
B.     Awareness Programs		o   Establish peer support group for student and staff to provide a safe space for sharing experiences and offering mutual support.
C.     Training for staff		o   Train teachers and staff in psychological first aid to provide immediate support to those in distress and connect them with appropriate resources. o   Establish a clear referral system for student and staff who may require professional mental health services, connecting them with qualified mental health prof.
V.               Community Engagement & Partnership
A.     SPTA Involvement	o   Encourage parents to volunteer in school safety and preparedness activities, providing support and expertise. o   Organizing fundraising activities to support resilience initiatives, such as purchasing emergency supplies and providing mental health resources.
B.     Barangay Collaboration	o   Participate in joint planning sessions with the barangay council on disaster preparedness, emergency response, and community safety. o   Share resources and expertise with the barangay to enhance community resilience, fostering a collaborative approach to safety and well-being.
C.     NGOs partnership	o   Partner with non-governmental organization to provide additional support and resources for resilience programs, such as training, technical assistance, and access to specialize expertise.
10.  Expected Outcomes
o   Increased Awareness and Understanding: Enhanced awareness and understanding of risks, vulnerabilities, and preparedness measures among students, Faculty, staff, and community stakeholders. o   Improved Preparedness and Response Capabilities: strengthened capacity to effectively prepare for, respond to. And recover from disease outbreaks, natural disasters, and security threats. o   Enhanced Collaboration and Coordination: Improved collaboration and coordination among the school, SPTA, Barangay, local law enforcement, and relevant NGOs, fostering a unified approach to safety and resilience. o   Strengthened Community Resilience: Increased community resilience, with individuals and families better equipped to cope with adversity and support one another during time of crisis. o   Safer and More Supportive School Environment: creation a safer, more supportive, and more inclusive school environment where all students can thrive.
11.  Monitoring and Evaluation
o  Regular Committee Meetings: Regular meeting of the school Resilience Committee to review to review project progress, address challenges, and coordinate activities. o  Feedback Mechanism: Establishment of feedback mechanisms to gather input from student, staff, parents, and community stakeholders, ensuring that the program is responsive to their needs. o  Performance Indicators: Development of key performance indicators to measure the effectiveness of the program.
